It all depends on your provider and the deal you have - Albania can be expensive to most providers.
Euro zone countries usually have better deals - you are lucky to have that deal.

We were warned last year that Albanian connections can be very expensive.
I just checked Orange - 75p a minute to call UK! 24p on a Greek connection.
